Talk to Lord Alcander to learn that one of his tenant farmers is struggling financially.

Since you proved yourself so well, I have one more task for you. One of my tenant farmers and his wife took ill, and could not till their fields. Now they are impoverished and starving.
Would you take some gold over there for me? It will help the family survive the winter, and allow them to buy seeds next spring. Honest people should not be allowed to fall victim to poverty through no fault of their own.
But be careful, robbers are apparently a big problem in the area.
Head south from Lord Alcander and then east out of the city. Follow this road until you reach a junction with one road heading northeast and another heading north; take the north road. About halfway up this road and on the right (east) is the tenant’s farm (it’s about level with the Inquisition temple).
Go into the building, talk to the Poor Farmer and give him the gold from Lord Alcander. Then return to Lord Alcander for your reward.
Lord Alcander sent you? Thank you you! He is truly a kind and compassionate man.
It is nice to know that my wealth can do good things. I do what I can, but I am just one man. Well, enough of these dreary thoughts, here is the reward I promised you!
You can now talk to Lord Alcander for the last part of the quest chain. For Light Campaign characters this will be A Just Man. For Shadow Campaign characters this will be Order is Order.
