Though according to logbook, this story is considered one quest, actually Chuck Latbar would have two tasks for your character.
Part one: Slay Kobolds
While walking through the streets of Sloeford, you'd see a farmer called Chuck Latbar standing next to the door of his farm. He doesn't look exactly happy. When you talk to him, he tells you about the problems all the local farmers encounter because of Kobolds, a little humanoid creatures, who became extremely multiple these days.
Since you've heard quite a lot about this menace during the last days, you decide to do something to solve this problem. Chuck asked you to kill 25 Kobolds in order to scare the others and to bring him their heads as a proof.
Kill twenty five Kobolds and bring me their heads!
Hey, you look as if you want to earn some gold! These awful Kobolds are becoming quite a nuisance. During the night, they trample all over my fields and scare my cows! Daisy's milk was sour yet again yesterday. I'll bet someone like you could kill them without even breaking a sweat. Bring me twenty five Kobold heads and I will reward you well.
It doesn't seem to be a problem to you, so you just cross the bridge across Torreya Brook and kill a necessary amount of the nasty little creatures. You gather your 'proof' and return to Chuck. What is he going to do with all these heads? But at least he pays you for the work. Though he seems to be worried anyway.
Yehaa, now these beasts will consider thrice before coming near my fields again. Here is your gold. Oh, by the way, something else happened while you were gone... Perhaps you would be able to help me out once more?
Part two: Save Damsels
Since you are interested in what work Chuck has to offer, you talk to him again.
Find my maids and their children and return them to me!
While you were gone several Kobolds waltzed in here and abducted my maids and their children. Please bring them back. I would be devastated forever if something bad happened to them!
These Kobolds seem to go too far! How dare these little beasts to abduct damsels and children! They have to be punished for this misdeed. And maybe it would prevent your current employer from being devastated forever.
In order to find the abducted elves, you'd have to go to the small Kobold Camp that is located near the Happy Cow Farm and to ask the Kobold Chieftain some question. The map below shows the way to the Kobold Camp.

Looks like Chuck Latbar was right. There are really several elven women and children in the Kobold Camp. And the Chieftain stands right in the middle of it.

Though you may already want to hit this pointy-eared fellow, you decide that it'd be better to talk to him first. Let's see, what he has to say in excuse of what he did.
What a stubborn fellow! Doesn't he see that you're a stronger fighter? Let's show him then. A couple of punches would be enough to make him understand who's the boss here. A fight against him won't be a hard one for you, would it?
And looks like you really managed to beat some sense into him. At least he's not so hostile now and wants to continue the discussion.
Stop, hold! No hurting! You can have the Human women, take them. They wanted to clean up... ARGH! CLEAN UP! Make everything tidy! No, no, no, me no want that!
Well, at least the women and their children are free now. Let's talk to that lady and tell her the good news.
Thank you for saving us. Chuck Latbar is father to all these children. Now he has had enough of them, so he sold us to the Kobolds. This scoundrel should pay for this! Please, lead us to him.
So that's the case then. That Chuck Latbar isn't such a respectable farmer as he seemed to be. Well, if he really is such a bad guy, he has to be punished. But anyway, you have to escort the ladies and children to the safe place first. And the nearest safe place is exactly the village of Sloeford. So let's make Chuck meet Mathilda and see what happens next.
- Don't worry about your escorts. All of them are immortal. So it's pretty safe to go to Sloeford by foot. If you don't like walking, you may also use the portal in this village to teleport there immediately.
Why are they... I... I mean: How did you do that? No, it's not what you think. I only... the children are eating me out of house and home! Go away! Leave me alone!
Chuck Latbar was quite surprised to see the women and children again. Looks like he hoped that the Kobolds would kill them... and you too. And now when he sees that Kobolds didn't manage to do so, he becomes desperate and tries to kill you himself. What a fool!
Of course, Chuck Latbar wasn't a tough fighter. At least he wasn't a tough fighter compared to you. Now he would never fight or betray the others... Let's ask Mathilda what she thinks of it.
Mathilda is quite happy with the outcome. Now the children would inherit the farm, and the women would own it while their children growing up. Mathilda even pays you for what you've done for their sake.

I have collected enough heads. Chuck Latbar will give me my reward. Chuck Latbar was quite pleased with my success and rewarded me appropriately.
While I was gone the maids and their children were abducted. I must bring them back.
I have found the victims of the abduction but the Kobold leader does not want to let them go. Let's see who is more stubborn...
The Kobold leader was kind enough to hand over the maids and the children.
I have found the maids and the children. They told me that Chuck Latbar staged everything in order to get rid of the women, along with me in the process. I think I am going to have words with him now!
Chuck Latbar is trying to weasel out. But it's too late for that!
The farm owner has met his true destiny. Now the women can take over the farm.
The women were very relieved and rewarded me generously.
