As you travel with Judriel and Romdreal, watch out for Order Guards.  Fortunately these will attack you first, so Judriel and Romdreal should remain safe, but keep an eye on their health at all times – if either of them should manage to die, you fail the quest.  Head South to the main road leading East out of the city, then turn right (West) and head West to the most Southern part of the senate building.  Follow that road South until the quest updates (just North of the army encampment), then talk to Romdreal for your reward.<br>
