It’s blasphemous! Please find that mage and get the artifact back from him, before it is totally desecrated and useless! There's a cave not far from here. The villains may be hiding there. Ok Head to the City’s north gate and continue directly north to the cave entrance. Enter the cave and fight through the bandits until you find the quest marked enemy Mage Garotha. The Mage has magic and poison resistance, so fire or ice weapons work best. Kill the Mage and pick up the artifact he drops. Return to Priest Lynryn for your reward.
