Talk to the Town Guard - they're shorthanded, so he asks you to bring Keltar in.
Find Keltar and bring here!
What? You claim, Kelter killed his brother? Well, the evidence certainly looks convincing, but as you can see, we are currently slightly under-staffed. Would you capture Keltar in the name of the town guard and bring him to us?
Head across to the west side of town and talk to Keltar. He will be standing right outside the Village Elder's house.
Ha! So you know the truth! Still, I won't let you throw me in a dungeon. I'd rather die - or kill you!
Kill him when he becomes hostile and then report back to the town guard.
