You're really getting the feeling Flutok is about as useless as a screen door on a submarine by this point. He now thinks that CloudCukoo Weed will solve the problem, yeah... That's the ticket. So go fetch him some. But as usual, things don't quite work out.

CloudCukoo is a reference to a band called "The Lightning Seeds" who had an album back in 1989 called "CloudCukooLand". It also means a state of utopia where things are just too perfect.
