Speak to Sister Faladal, who is located in the temple in Bellevue:

This quest is exceptionally easy to complete as the tangleweed is found in the Garden of Angels located just outside the temple:

Make your way to the Garden of Angels and pick up the tangleweed, which should be sitting by a tree stump:

Then, return to Sister Faladal to collect your reward:
