A raging blizzard sweeps across the target area damaging opponents with lightning and additionally slowing them down considerably.

Hurricane - Increases lightning frequency. (50% increase in hit speed)
Wrath - Ice damage of lightning is increased. (71.4% increase in Ice damage)

Silver

Momentum - Further decreases movement speed of opponent caught in blizzard. (19.8% + 0.2% per CA level further decrease)
Roar - Reduces the attack value of affected opponents. (50 + 2 per CA level reduction)
