Talk to Surgeon Lawaon to learn of his mugging and the cylinder seals that were stolen.

From Surgeon Lawaon the quickest route to the thieves is across the construction site and then to follow the stepping-stone path (see map). Alternatively you can head East from the arena entrance to the main road, then head North up the road until you spot the stepping-stone path on your left (East) just after the personal chest – the thieves are just down that path.
