Talk to Lady Lintari to get this quest.
Take the message to in the Reinhold of Tara, whose located in Silver Creek.
This is a deadline quest, after 3 days you will get a message appear saying Quest Failed.
Detailed Walkthrough
Talk to Lady Lintari. She is located just west of the Bellevue portal. Sandra will ask you to take a message to someone in Silver Creek. You have three days to complete this task.
You will find him at the tavern in Silver Creek. Once you have delivered the message the quest shows up as complete in the log and you collect a reward.

If you go back to Bellevue and speak to Sandra Lintari she will thank you for completing the quest. You will collect a random reward ranging from experience/gold/items.
