The above services are actually in Artamark's Gate (just south of Artamark's Splinters)
Artamark's Splinters are two islands just off shore from Artamark's gate. The larger island is an active volcano while the smaller is home to a lighthouse. Access to the island is via a dungeon. The entrance to it is behind a house in Artamark's Gate. Also for those playing characters with a teleport/jump CA, you can also jump across to the island.
