Detailed Walkthrough
Talk to the Village Doctor, who tells you to inform the Town Guard about Keltar.
This quest actually completes itself as soon as you receive it, but points you in the direction of the quest giver for the next quest of the chain, The Enforcement.
Head Northeast from the doctor and talk to the Town Guard to begin the next quest.
