When you speak to Commander Romata in Bellevue, you complete the New Worlds and begin this one.
You meet Sergeant Flavius standing before the bridge to Silver Creek.
Continue to follow the road west out of Silver Creek towards Porto Vallum. Speak to Sergeant Treville to complete this quest and start the next one. He is standing on the west side of the bridge to Porto Vallum.
