Quick Walkthrough
Head East across the bridge and then North down the steps. Keep going North until the T-junction, then follow the road East. At the next junction turn left (North) and follow the road until you see the workers and the broken pipe. Talk to the worker to receive your reward; Nomengalus will now offer you the next part of the chain back at the Dome.
Detailed Walkthrough
Head East across the covered bridge and then immediately turn North and head down a steep set of stairs. Continue North until the road reaches a T-junction, then turn right (East). Follow the road until the next T-junction where you should turn left (North). Continue down this road until you see the workers and the broken pipe (the blue glow effect of the T-Energy makes it impossible to miss, even at night!). Talk to the Observatory Employee to receive your reward; Nomengalus will now offer you the next part of this quest chain if you return to the Celestial Dome and speak to him again.
Logbook Entry
Nomengalus, the Chief Astronomer at the observatory, has asked me to deliver a some [sic] spare parts to his workers. A defective T-Energy pipeline needs to be repaired.
I’ve delivered the spare parts. Perhaps Nomengalus has more work for me.
