Talk to Frank Shepherd. You will find him standing just outside the trading post between Silver Creek and [[Sacred:Porto Vallum|Porto Vallum.
He will ask you to kill 20 Goblins. He means Goblin Warriors. The easiest way to find them is to go immediately north of the trading post and stand between two or more goblin shamans. They summon up goblin warriors.
Once you finish this task, return to Frank Shepherd. Talk to him to complete the quest and collect your reward.
