Talk to the Guardsman. Talk to the Murderer. Kill the Murderer. Talk to the Guardsman. Detailed Walkthrough Talk to the Fisher's Wife (widow really) to learn that she recognises the dagger. Head west to where the Guardsman is standing and talk to him. Apparently the guards are shorthanded, so you have to bring the murderer to justice yourself. Head east and go into the tavern and talk to the inconspicuously-named ‘Murderer’... Kill him when he becomes hostile, then report back to the Guardsman for your reward.
