Detailed Walkthrough
To find Jarofein, start at the portal beneath Seraphim Island. Take the overpass that goes over the portal. Keep going and you will find Jarofein.
Jarofein is a dragon cultist. Some of his comrades have gone berserk. He noticed that all of the berserkers have blue tongues. His leader Waton wants him to collect five tongues. Jarofein is squeamish about killing his comrades, so he wants you to do it for him.
Head east towards the monolith and you should have no trouble collecting the tongues. There is a cave just west of the monolith. Take that cave and it will lead you to the surface.
You surface on the Western Dragon Sea Island. Waton is in a small village on the north end of the island. He immediately identifies the cause as poison berries.
Dundiel, Ophtanar's Deputy is just on the other side of the village.
So, Blackhammer is behind this! You will find him on the Northern Dragon Sea Island, but that is in the next quest.
