Mister Shultz is a merchant who has suffered a caravan raid by the robbers patrolling these roads. The man is worried and angry, because merchant caravans can't travel these days as they did before without risking to be attacked. He is decided to do something to revert the situation, so he will ask the player to help him with those robbers at the Safe Roads quest.
