Theodore is Thea's husband. After you save her from Moneylender Rikal's thugs he'll tell you that the city council is turn a blind eye to the money lender. Someone need to stop this guy from preying on the poor. Theodore mentions something about a hideout. Time to find out where it is and stop Rikal.
