Kill the Inquisition Guards that just attacked and then talk to Nelyas. His specific dialogue varies depending on your alignment (shadow or light), but your objective is the same - head to Sloeford.
Head Northeast across the island chain to the mainland, then North past Happy Cow Farm to Sloeford.
When you arrive in the centre of the village you will receive a message telling you to speak to the village elder; he will give you the first quest of the light campaign Levied Tax.
