Defining

L as the character level

BV as the Base Value of the attribute (the unmodified value it has at level 1)

AV as the Actual Value of the attribute (the unmodified value it has at level L, when no attribute points are spent)

than the formula is

AV = BV*(1 + (L - 1)/10)
