Hunter Kylian is one of the NPCs you can find very early in the game. He can be found at Sloeford, on the top of a watchtower very near of the town entrance. Hunter Kylian is the quest giver for the The Brigand Camp chain quest, a multi-part quest where you have to rescue some hostages in thug's hands and later kill them all.
