This is the person who gives the Shadow path walker the Thwarted Attack Plans quest.
Location
- Inquisitor Tahlreth can be located just outside of Sloeford inside a temple. Take the road closest to the portal and monolith and head southwest. Follow that road around and up the hill. It will end at the temple.
