Head East away from the quest start location to receive a message about your true intentions. Lead Lord Harikari East out of the city, following the road until it turns North towards the farms either side of a junction. Head directly East off the road until the quest updates. Talk to Lord Harikari, then kill him. Pick up the Bill that Lord Harikari drops to complete the quest and automatically start the quest Settling Debts.
