This effect causes Ice Damage over Time. It can be inflicted by the weapons and Combat Arts of opponents and the player. It is NOT caused by the Secondary Damage Effect of Ice known as Freeze.

It is important to note that neither Armor nor Damage Mitigation can protect against Damage over Time: Ice. The most effective way to resist this effect is to use the modifier Damage Over Time: Ice -X%.
